European sectoral social dialogue refers to discussions, consultations and joint actions
involving European level social partners is a given sector. CEEMET and the European Metalworkers
Federation began their dialogue informally in 2001. In January 2010 this sectoral social dialogue was
formalised, with the European Commission recognizing CEEMET and the EMF as formal sectoral Social
Partners. CEEMET believes that European-level sectoral social dialogue can contribute to improving the
economic and business environment that supports the development of competitive and profitable
companies, thus also helping to promote sustainable employment and conditions in the MET industries in
Europe.

CEEMET and the EMF
CEEMET and the European Metalworkers Federation (EMF) want to contribute, particularly in the area of
social policy, to improving the environment that supports the development of competitive and
profitable companies. Without such companies, it will not be possible to have sustainable jobs and
improve the technology-based industries in Europe. By creating social conditions in the metal,
electrical and an improved economic environment, CEEMET and the EMF are convinced that the industries
in our sector and their employees have a future in Europe.
Short Background
On 1 October 2009 CEEMET and EMF received a letter by Commissioner Špidla confirming that they meet
the criteria set out in the Commission decision of 20 May 1998 in terms of their capacity to
participate effectively in the European social dialogue.
On 14 January 2010 the European Commission invited CEEMET-EMF Social Dialogue for the inaugural
meeting of the Metal (Metal, Engineering and Technology-based industries) Social Dialogue Committee,
recognizing CEEMET-EMF as formal Sectoral Social Partners.
On 2 December 2010 the first Plenary of the SSD Committee took place in Brussels. During the Plenary
the Social Partners for the MET industry adopted two joint statements and presented the corresponding
compilations of national examples from the ad hoc Working Groups on ‘Competitiveness & Employment
in a Globalised Economy’ and ‘Education and Training’.
Structure
The Plenary of the Sectoral Social Dialogue Committee is scheduled once a year. The meeting is
co-chaired by a representative from CEEMET and the EMF respectively. Within the SSD Committee two
Working Groups have been established: one on “Competitiveness and Employment in a globalized economy”
and the other on “Education and Training”, meeting respectively once and twice per year.
Social Dialogue Agreement on SILICA Dust
In 2006, CEEMET, the European Foundry Association (CAEF) and other affected European industry
associations together with the European Metalworkers’ Federation (EMF) and the European Chemical
Workers’ Union (EMCEF) reached a Social Dialogue Agreement on “Workers Health Protection through the
Good Handling and Use of Crystalline Silica and Products containing it” within the Negotiation
Platform on Silica (NePSi). The SDA on Silica is a unique, non-legally binding “one-shot” Social
Dialogue Agreement based on examples of “good practice” as an alternative to regulation through an
EU-Directive.
